MozillaTheresa May has written to Jeremy Corbyn, telling him she has approved plans to fast-track the launch of a new services agreement with the EU, but will only agree to grant an emergency brake on immigration if he agrees to discuss it at a Cabinet meeting.
It comes as pressure from MPs has mounted on the Prime Minister to agree to allow free movement to continue for two years before negotiations get under way, or if she agrees to start talks immediately.
In a letter sent to Mr Corbyn and Boris Johnson this morning, Mrs May also announced a change to the mechanism for the Government to set immigration limits, and set out plans to impose caps on EU nationals claiming in-work benefits.
She has also said she will drop a plan for a future agreement to include a ban on the free movement of European nurses to the UK.
But her move to commit to an emergency brake on numbers was seen as a snub to Mr Corbyn, in a move to try to end months of deadlock on Brexit.
In the letter, Mrs May wrote: "I understand that some colleagues have raised the issue of an emergency brake.
"It is for the Government to establish whether there is a meaningful majority in the House of Commons to agree to such a course of action.
"However, if the Government is to agree to any form of pre-negotiation, or to advance discussions about a future relationship, any decision about what is contained in the agreement must be taken in the House of Commons." 0b46394aab
