Additional reports will be done on the inter-regional bases and comparison is done in each state of the six geographical regions and sub-regions. The report addresses the findings of observations conducted, the data obtained from the prison population and the states and its comparison with the standards and benchmarks set out in the 1990’s.This report includes a comparative analysis of the practices and regulations of various prisons in Nigeria. It also takes into consideration the recommendations contained in the previous reports to the Senate and House of Representatives of the Federal Republic of Nigeria. The report also identifies the shortfalls and shortcomings of various prisons and the need for the correction of them.
CHAPTER 5: INTRODUCTION
This report reveals the relationship between the prison system and the general population. It examines the criminal behavior of the inmates in each jail/prison facility as well as the criminal behavior of the prison population in Nigeria. The report also looks at the important role that the prisons can play in preventing recidivism and thereby, helping the government and the society in general.This report also gives an analysis of the problem of the population composition of prisons across the country. It reveals how the problem of prison overcrowding is contributing to the poor performance of the prison system, as it discourages the maintenance of security. It also points out that this is an important aspect of the problem of ungoverned and disorderly inmate populations in the prisons.The report gives a detailed account of the functions and activities of the different categories of prisoners in the country, the sub-category of non-conformist inmates, a comparison of their criminal offenses, and their relationship with the different categories of inmates in each prison.It also provides a comparison of the criminal offenses committed by prisoners with the laws and regulations in Nigeria and the international standards and conventions on human rights. The report points out the role that the prisons play in reformation of the criminal offender as well as the role that they play in preventing crime and recidivism.Also, the report gives analysis and discusses the efforts that are being made to rehabilitate and re-educate offenders.The report identifies the various challenges to effective operations of the prison system, and other essential facilities. This is needed to ensure that the correct direction is taken in the design and implementation of the prisons and other essential facilities.The report presents the findings of the study and compares the standards and the benchmarks set by previous reports and the proposed standard by the BRC. It draws the reader’s attention to areas in need of further attention. Finally, the report summarizes the recommendations.
